The “perpetrator” is the system which carries out a harmful, illegal, or immoral act. In this case, the prison officials, the law enforcement officials, lawyers, judges, mayors, commissioners (not all, but they know who they are). Morality is defined by cultural ethos. Illegality is defined by law. I want to share a case coming from the democratic U.S.A.
This case demonstrates the legal and moral consciousness of the USA in the 19th century. It has been 50 years since the Civil Rights Act, however, the attitude toward “Blacks” has not changed.
If I enter a store, why does someone have to walk behind me? If I drive through a certain neighborhood, why do the people there have to manifest body language of fear? If I speak with eloquence, why must this amaze certain people?
It’s simply because these “people” still think that “Blacks” are dangerous, uneducated, and ugly.
